Village of Montgomery Bond Issuance

The Village of Montgomery is pleased to announce Standard & Poor's Ratings Services has reaffirmed the Village of Montgomery's bond rating of AA.  The rating was issued in conjunction with $3.5 million in bonds to be issued for the water main replacement program throughout the Village, lead service line replacement, and upgrade of Village lift stations.

Upon receiving the news from Standard & Poor's, Director of Finance Justin VanVooren commented, "We're pleased that Standard & Poor's continues to recognize the Village's hard work and sound fiscal practices."

Water main replacement

Our water main replacement program replaces aging, critical infrastructure with new mains that provide reliable service and water pressure, and high-quality water. There is no added cost to taxpayers because the projects are paid for with revenues from water rates. The program will replace existing water main with new larger 8-inch water main in the following locations:

Hartway Drive – 1470 feet from South Broadway Road to Lincoln Avenue

Riverside Drive – 1590 feet from North Main Street to James Street

Martin Avenue – 850 feet from Riverside Drive to James Street

James Street – 900 feet from North Main Street to North River Street

 North River Street – first 200 feet north of James Street

 “The water infrastructure in the project area is more than 50 years old and those water lines have reached the end of their useful life,” said Todd Hoppenstedt, Director of Public Works. “By replacing these water lines, we hope to improve the reliability of water service to the area, and reduce the cost of repairing future main breaks.” Residents may experience a short water service disruption while the old lines are disconnected from service and the new lines are reconnected.

Lead service line removal

In the wake of the Flint, Michigan lead crisis, the State of Illinois recently approved Senate Bill 550 which requires the Village to compile an inventory of lead service lines connected to the Village distribution system, including privately owned lead service lines. Property owners are responsible for service lines, but the Village of Montgomery supports the recommendations of the American Water Works Association and the National Drinking Water Advisory Council to create plans for removal of all lead service lines.

Village President Matt Brolley stated, “Lead service line removal and protection of the Village’s residents is a key priority for the Village Board.”

The Village water does not have any lead in it at the source, in the treatment plant, in the mains, or anywhere else in the publicly owned portion of the system. However, privately owned lead water service lines running from the main to individual buildings, as well as lead piping and fixtures within those buildings do contain lead and the water can pick up lead when sitting in those pipes or fixtures for a length of time.  The Village has proactively identified a number of homes and will work with the applicable homeowners to replace their lead service lines.
