PLEASE TAKE NOTICE THAT the Board of Trustees of the Village of Montgomery, Illinois will receive sealed bids for the purchase, under the successful bid, of the fee simple interest in the following real property:
Lots 4 and 5 in Block 8 as shown on the map of Montgomery in Sections 32 and 33, Township 38 North, Range 8 East of the third principal meridian, recorded April 30, 1896 in book 14 of plats, page 17 as document 23847, in the Village of Montgomery, Kane County Illinois
which property is located at 310 N. River Street, and is currently a vacant lot located in the Mill District. In accordance with a 2002 study commissioned entitled “Old Town and Downtown Montgomery Re-Investment Study”, the Village’s vision for the Mill District includes re-investment in the physical environment in the form of mixed-use structures, pedestrian friendly streetscapes, new commercial food sales and processing opportunities, indoor and outdoor service, housing options on the second story and above, recreational amenities and public capital improvements, with the goal of creating a pleasing physical environment. This property is a key site located at the gateway to the downtown, redevelopment of the property would enhance the character of this gateway and should provide amenities for Village residents and visitors which also support the various community events and activities that take place adjacent this property. Redevelopment of the property shall include annual community festival use option. The sale will be a transfer by Quit Claim deed, subject to any covenants, conditions and restrictions of record, private and public easements and roadways, in its “as is” “where is” condition with no representations or warranties. The successful bidder will be required to enter into a definitive purchase and development agreement with the Village which will require, at a minimum and as a condition of the award, that the bidder construct a commercial building on the site of not less than 7,000 total square feet for the operation of a retail store on the first floor, preferably for the sale of food items for consumption on and off the premises and may include other uses consistent with the Montgomery Mill District development plan. Preference will be given to bids that include multiple story mixed use development which include retail and higher density residential (i.e. rental apartments or condominiums) and green space opportunities which enhance the character of the downtown and provide additional space for community events. All development must be in conformance with all applicable building codes, zoning, and other regulations of the Village of Montgomery. All bids shall include a copy of the proposal along with any supporting information, which shall include the following:
• Conceptual Site Plan
• Building Elevation Renderings
• Financial Capacity (including any economic incentives that may be requested)
• Proposed Timeline for the completion
• Description of proposed use
Bids for the purchase of the aforesaid interest in the above-described property are hereby invited and will be received by the Village Clerk at the Village Hall, 200 N. River Street, Montgomery, Illinois between the hours of 9:00 a.m. and 4:00 p.m. until the date specified below for the opening of bids. Said proposals shall be addressed to:

and shall bear the legend “PROPOSAL — SALE OF 310 N. RIVER STREET” and the name and address of the bidder.
All bids received will be publicly opened and read aloud at the regular meeting of the Board of Trustees of the Village of Montgomery at 7:00 p.m. on October 11, 2021. In the case that the Board is still utilizing electronic options due to the COVID-19 pandemic, instructions for virtual participation will be posted on the agenda not less than 48 hours prior to the meeting.
A contract may be awarded to the highest bidder and/or bidder whose bid is found to be in the best interests of the Village of Montgomery, IL. The Board of Trustees reserves the right to reject any and all bids for any reason and to waive any informalities or irregularities in the bidding. The Board of Trustees further reserves the right to review and study any and all bids and to make a contract award within 30 days after the bids have been opened and publicly read.
